Union Budget: Rethink GST on rentals that schools pay

[ad_1] By Jai Decosta The Budget season is upon us and like every year experts across sectors are sharing their wishlist with the FM for her consideration. Needless to say, being one of the major pillars of a country’s GDP, the education sector needs additional attention as it impacts the development and prosperity of the country.In the last Budget, the government decided to switch a fraction of the funds from education to strengthen the healthcare infrastructure, which was the need of the hour. This year, we hope the government will consider increased allocation to education to compensate for last year. During the pandemic, many standalone schools had to close doors, resulting in job losses for staff and education discontinuity for children from poor families. Even many government-aided schools had to discontinue operations due to unavailability of proper devices, network issues and teachers’ inability to teach online. As for private schools, many state governments issued directives of fee reduction or exemption, which negatively impacted their finances (even as most had to invest heavily to improve their e-learning infrastructure, providing training for teachers, and paying salaries to staff). Fortunately, this year I believe we are in a much better position to tackle the adversities of the pandemic and we can bring our focus back to education. I would urge the government to consider the following: Waive GST on school rentals: In countries such as the UAE, the UK and the US, schools are exempt from GST or allowed to claim a refund of the GST paid. But in India, given high cost of land, most school trusts have a long-term lease with a third party and pay lease rentals for a pre-decided period in case they don’t own the land. This rent is taxed under GST and school trusts have to pay GST to landowners. But unlike other industries, schools cannot claim credit for the same as the fees they collect from students are exempt from GST. Schools are left with no choice but increase the fee, which, in turn, becomes an additional burden on the parents. Loans at lower interest rates: Loans to schools should be considered priority sector lending. During the pandemic, schools had to cut down fees, allow EMI payments, and in a few cases exempt fees completely to support parents who had lost jobs. But they could not shrug-off the responsibility towards teachers and non-teaching staff, and had to pay them salaries. To maintain education continuity, they had to invest in tech infrastructure. This exhausted funds of many schools and they could not generate any surplus as schools fall under the ‘not for profit’ category. Due to this, banks and financial institutes are not willing to lend to schools as they are unable to see a clear path to repayment. Hence, school trusts must be allowed to take up loans at a concessional interest rate. RTE reimbursement: It’s a state subject, but due to lack of funds in state treasury, school bodies have to wait for indefinite times for RTE reimbursements. Given the Covid situation, I would request the central government earmark special funds to support states for RTE repayments so that schools can avoid funds crunch. A country’s growth depends on empowerment of the youth, and to do so as edupreneurs it is our responsibility to provide the best educational infrastructure possible. Here are 5 things I do every morning to start my day with intention: 1. Create a simple plan — I make a time-blocked to do list on a notebook. (If that feels like a lot, you could just do 3-5 things you want to accomplish in order of priority.) Making a plan helps me live with much more focus and use my time well. 2. Write down blessings — I take a minute every morning to jot down a few lines of things I’m grateful for from the past 24 hours. Gratitude reframes my perspective. 3. Get my heart pumping — I walk on the treadmill for 25-30 minutes. While walking, I read a few chapters from an encouraging book, think, and pray (see #4). This jump-starts my energy and settles my soul. 4. Pray over my day — while on the treadmill, I pray through the details of my day, handing the known and unknown over to the Lord, asking for His help, for His love to flow through me, for patience, kindness, wisdom, and for any specific areas where my heart is feeling weary or heavy. 5. Dress for the day I want to have — taking a little time to shower, dress in clothes that I love, fix my hair, and do my makeup gives my energy and helps me feel more cheerful and productive (I can’t really explain it, but it works!) PPFAS Mutual Fund stops inflow in flexicap fund

[ad_1] PPFAS Mutual Fund on Sunday announced that it will stop accepting inflows into PPFAS Flexicap Fund with effect from February 2. The moves comes after the capital markets regulator Sebi directed mutual fund houses to stop taking fresh subscriptions in schemes investing in overseas stocks. The directive to stop subscription is mainly on account of the mutual fund industry crossing the mandated limit of USD 7 billion for overseas investments. “In order to avoid breach of industry-wide overseas limit as allowed by RBI, Pursuant to Sebi’s advice and Amfi clarification dated January 30,2022, schemes intending to invest in overseas securities need to stop accepting inflow from w.e.f February 2,2022. Accordingly, we will be stopping all forms of subscription in Parag Parikh Flexicap Fund,” the fund house said in a tweet. Transactions in the fund received post the cut off timing of February 1 will not be accepted and processed. It, further, said that ongoing SIP/ STPs (systematic investment plan/systematic transfer plans) will not be affected. This suspension is” temporary in nature and will continue only till further enhancement of limit by Regulators in this regard”. PPFAS Flexicap Fund invests up to 35 per cent of its corpus in foreign stocks, mainly stocks of US technology companies. In June 2021, Sebi enhanced the overseas investment limit for a mutual fund house to USD 1 billion from the existing USD 600 million. The overall mutual fund industry limit was capped at USD 7 billion. “Mutual funds can make overseas investments subject to a maximum of USD 1 billion per mutual fund, within the overall industry limit of USD 7 billion,” Sebi had said. Goa’s mining industry to resume with ‘double force’ through auctioning process after Assembly polls: Amit Shah

[ad_1] Union Home Minister Amit Shah on Sunday assured that the iron ore mining industry in Goa, which became non-operational nearly four years back, will start functioning with “double force” through a transparent auctioning process after the Assembly elections in the state.The mining operations, which used to one of the major sources of revenue for Goa, came to a grinding halt in the state in March 2018 after the Supreme Court quashed 88 mining leases.“I am telling you that after the elections, through a transparent auctioning process, Goa’s mining industry will start working with double force,” Shah said while addressing a public rally at Sanvordem assembly constituency, a mining-dominated belt around 70 kms from here, to campaign for BJP candidate and former MLA Ganesh Gaonkar ahead of the February 14 state elections.Chief Minister Pramod Sawant and BJP’s state unit president Sadanand Shet Tanavade were also present on the occasion.Shah said the Centre never made any false promises over the resumption of mining industry in the state.“The Centre has studied in detail the Supreme Court’s order on mining industry and CM Pramod Sawant had held four meetings with me. Sawant had also met Union minister for mines, Pralhad Joshi along with attorney general and solicitor general and found out a solution,” he said.The Union government drafted a special mining dump policy, after which the state government completed the process of forming Mineral Corporation in the state, he added.The Trinamool Congress (TMC) and the Maharashtrawadi Gomantak Party (MGP) had on Saturday released their common manifesto for the upcoming Goa polls, promising resumption of mining operations. In the document, they mentioned that “instituting environmentally sustainable mining practices with 80 per cent reservation for Goans in extraction contracts and mining jobs would be the priority” of their government.On his arrival in Goa on Saturday afternoon, Shah visited the Sai Baba temple at Borim village before addressing a public meeting in Ponda constituency in South Goa. He later joined the door-to-door campaign in the Sanvordem constituency for Gaonkar. BJP has denied ticket to sitting MLA and controversial PWD Minister Deepak Prabhu Pauskar while fielding Gaonkar.CM Sawant and Tanavade accompanied Shah during the door-to-door campaign.“Shah distributed copies of the performance report of the BJP government in Goa to people while canvassing in Sanvordem,” a senior BJP office-bearer said.
