[ad_1] The Green Hydrogen Policy, announced by the Union power ministry last week, sets India on the path of achieving the goals of the National Hydrogen Mission; the policy targets to produce 5 million tonnes (MT) of green hydrogen per annum by 2030. The government has earlier also talked of aiming to push down the cost of the clean fuel to $1/kg, from the current levels of $3-6.5/kg. As renewable power costs 50-70% of the cost of green hydrogen, the move to waive inter-state transmission charges for green hydrogen producers (GHPs), for projects commissioned before July 2025, should prove a significant leg-up. The new policy may also lead to substantial cost savings as it lets the GHPs to use power from renewable plants set up by them at the location of the hydrogen plant or a remote location, apart from third-party plants and renewable power procured from power exchanges. Allowing banking of renewable power for 30 days will bolster GHPs’ production efficiency, given reduced uncertainty of power supply and the concomitant effects on capacity utilisation of the electrolysers. Several other policy prescriptions such as single-window clearance for all approvals required can also be meaningful boosts to green-hydrogen production. But, as with many good intentions, these forward-looking proposals may also get limited in scope unless implementation issues are looked at more holistically. For example, states will have a key role to play in the endeavour. For one, the question of the open access charges of the states will have to be addressed—these disparate charges, also varying depending on what renewable source is, need to be harmonised so as not to distort the green hydrogen market, as Hemant Mallya of the Council for Environment, Energy and Water (CEEW) has pointed out. Also, while the policy leaves the fixing of the banking charges to the state regulators (though bound by a prescribed capping formula), states would do well to take a cue from the CEEW analysis which posits that not having banking charges could lower production costs by 40%. This is not to argue that states should forego any such charge entirely, but a lower rate could be the impetus that green hydrogen production needs. Apart from this, while the new policy talks of a small margin above the cost of procurement and wheeling charges that discoms can charge when GHPs buy renewable power from them, the margin is going to be determined by the state electricity commissions. States must keep this margin meaningfully low. There were expectations of consumption mandates, especially for those industries that are currently using grey hydrogen, derived from fossil fuels with large consequent emissions. Hopefully, this will be announced at a later date. The government must also, in Phase 2, bring in viability gap funding. Currently, electrolysers, including maintenance, constitute a large chunk of the cost of producing green hydrogen—even with cheaper solar tariffs, solar-powered electrolysers can cost 6X those powered by natural gas. Even as the Rs 19,500 crore PLI will boost domestic solar component production, a PLI for electrolysers is also needed. India must bear in mind that competition is heating up as the EU, China and Australia have announced very ambitious targets, and many countries in the global south are cashing in on their cheap and abundant solar availability. India’s total hydrogen demand is expected to touch 11.7 MT by 2029-30 from the current 6.7 MT. While blue hydrogen plans announced by leading players may take care of a fair amount of the need at low costs, the fact is that this remains a relatively ‘dirty’ option, with little on the ground in terms of carbon capture, storage and utilisation. [ad_1] The Central Bureau of Investigation (CBI) has collected relevant documents from the Securities and Exchange Board of India (Sebi) as part of its probe into the irregularities at the National Stock Exchange (NSE). The agency also questioned the exchange’s former group operating officer Anand Subramanian in Chennai for the last three days, sources told FE on Monday. The CBI had questioned former NSE CEO Ravi Narain on Saturday in connection with the alleged abuse of the co-location facility by an NSE stock broker. It had quizzed the exchange’s former CEO Chitra Ramkrishna on Thursday and Friday. The agency had also issued lookout notices against Narain and Subramanian on Friday to prevent them from leaving the country. The CBI stepped into the case after tax raids on the Mumbai and Chennai residences of Ramakrishna and Subramanian commenced on Thursday morning. A senior I-T department official had told FE that financial transactions of Subramanian’s wife, Sunitha Anand, a former NSE official, were also being investigated. The CBI is also learnt to be investigating other unnamed NSE officials to gather evidence on allegations that some brokers received preferential access through the co-location facility at the stock exchange. Early login and ‘dark fibre’, which allows a trader a split-second faster access to the data feed of an exchange, could potentially result in big gains for a trader. The CBI had booked Sanjay Gupta, the owner and promoter of Delhi-based OPG Securities, and others in connection with the alleged abuse of the NSE co-location facility. The agency is also investigating unidentified Sebi officials. “It was alleged that the owner and promoter of the said private company (OPG Securities) abused the server architecture of NSE in conspiracy with unknown officials of NSE. It was also alleged that unknown officials of NSE, Mumbai, had provided unfair access to the said company using the co-location facility during the period 2010-2012 that enabled it to login first to the exchange server of Stock Exchange that helped to get the data before any other broker in the market,” the CBI has said in its FIR. It emerged that in 90% of cases, Gupta was the first to log in, which prompted murmurs in the stock broker circuit and resulted in a load balancer being introduced by the NSE. According to the FIR, Gupta again managed through the data centre staff of NSE to get connected to the backup servers, which were with zero load and provided far better and faster access of market feed to OPG Securities in comparison to other brokers. The probe agency has alleged that he had managed to manipulate Sebi’s inquiry against the role of OPG Securities in the misuse of TBT (tick-by-tick) architecture of servers by bribing officials of the market regulator. The ambit of the ongoing tax raids includes “suspected generation of black money by way of abuse of co-location facility in the NSE”, an official said. In an order issued on February 11, the Sebi had said Ramakrishna and Subramanian committed “financial misdeeds”, and identified serious governance lapses and misrepresentation of facts at NSE between 2013 and 2017. The regulator found that Ramakrishna shared sensitive information pertaining to financials, appraisals, increments and strategy with an unknown person, who is also referred to as “Siddha Purush” by Ramakrishna. [ad_1] The National Bank for Agriculture and Rural Development (NABARD) on Monday projected a credit outlay of Rs 6.13 lakh crore for priority sectors in Maharashtra in the next financial year. A ‘State Focus Paper’ projecting a potential credit outlay of Rs 6,13,503 crore to priority sectors by NABARD was launched by Chief Minister Uddhav Thackeray at a state-wide credit seminar, according to an official statement. The credit projections include estimations of Rs 1,43,019 crore (23 per cent) for agriculture, Rs 3,48,372 crore (57 per cent) towards MSME and Rs 1,22,112 crore (20 per cent) to other priority sectors, it said. Possible ways of increasing credit outreach in the state, specially to small and marginal farmers, were discussed in detail at the seminar. Deputy Chief Minister Ajit Pawar, Minister of Agriculture Dadaji Bhuse, Minister of Co-operation and Marketing Balasaheb Patil, senior officials from RBI, state government, commercial banks, regional rural banks and cooperative banks, among others, were also present. Thackeray suggested the need for concerted action by state government departments, banks and NABARD for realising the credit potentials so as to increase farmers’ income. He indicated the need for addressing the challenges posed by climate change and natural calamities, especially in Konkan region, through increased investment for climate proofing, as per the statement.
