Sebi invites applications to hire 24 officials in IT department

[ad_1] Capital markets regulator Sebi on Thursday invited applications for as many as 24 senior-level executives in the information technology department. The recruitment drive would beef up the headcount at the Securities and Exchange Board of India (Sebi) for faster and more effective execution of its regulatory role. While inviting applications, Sebi has cautioned candidates against falling prey to any unscrupulous elements who may try to deceive them by false promises of securing jobs in the regulator, according to a public notice. In case any candidate comes across such an offer, the same may be immediately brought to the notice of the regulator with full details, such as name and contact details, of the elements indulging in such practice.In its notice, Sebi has invited applications from Indian citizens for the post of Officer Grade A (Assistant Manager) in the Information Technology stream. The markets regulator had earlier invited applications for the recruitment of 120 Officer Grade A (Assistant Manager) in different streams. Before that, in March 2020, the regulator invited applications for 147 senior-level officials and around 1.4 lakh people applied for these positions.Candidates can apply for the posts through online mode till July 31. The regulator will conduct examinations for the recruitment of these positions during August-September. To apply for this position, the applicants are required to have a bachelor’s degree in engineering in any discipline or a bachelor’s degree in any discipline with a post-graduate qualification in computer application or information technology from a recognised university or institute.Formed by the government in 1988, Sebi was given statutory powers after the passage of the Sebi Act in 1992 after the Harshad Mehta scam hit the Indian markets. As per its preamble, Sebi is mandated to protect the interests of investors in securities as well as promote and regulate the securities markets. It regulates business in stock exchanges and other securities markets, registers and regulates various market intermediaries, including brokers, merchant bankers, registrars, portfolio managers and investment advisers, as well as foreign portfolio investors, credit rating agencies, mutual funds and venture capital funds. ONDC to be gradually expanded to more cities, says Piyush Goyal

Open network for digital commerce (ONDC) is a set of standards for voluntary adoption by sellers or logistics providers or payment gateways. The objective is to democratise the fast-growing e-commerce sector in the country to help small retailers and reduce the dominance of online retail giants. It provides small retailers the freedom to choose any logistics player and seller platform based on different parameters like location and rates.”Yes, certainly,” the commerce and industry minister said when asked whether they are planning to expand the ONDC to more cities as the pilot phase in five cities is going well. “ONDC is going to be gradually scaled up because it’s in beta testing (phase now). We would like to keep scaling it up to figure out how robust the technology is, how simple it is to operate, and the kind of capacities we will require for data storage and management of the entire process as we grow. So, it is still a work in progress,” Goyal told PTI. The initiative is also aimed at curbing the dominance of two large multinational e-commerce players — which control more than half of the country’s e-commerce trading, limit access to the market and give preferential treatment to certain sellers and squeeze supplier margins.The ONDC was launched in five cities in April – Delhi-NCR, Bengaluru, Bhopal, Shillong and Coimbatore. “ONDC is a democratisation of the digital commerce world. It can trigger off many startups to bring technology into the remotest corners of India,” the minister said.He visited an ONDC-led store in Coimbatore last month. As many as 20 organisations of national repute have confirmed investments of Rs 255 crore into the ONDC. Lenders, such as the State Bank of India, UCO Bank, HDFC Bank, ICICI Bank and Bank of Baroda, have already committed investments.When asked about the proposed e-commerce policy, Goyal said that a lot of inter-ministerial consultations are going to align the views of different ministries and ensure that a robust e-commerce ecosystem is developed in India, which is transparent and fair and that can provide equal opportunity to all the stakeholders. Recruit principals who can motivate teachers, understand child behaviour, Sisodia urges UPSC

[ad_1] Delhi deputy chief minister Manish Sisodia has written to the Union Public Service Commission (UPSC) chairman Manoj Soni, urging him to look for the ability to motivate and mentor teachers in applicants while recruiting for school principals.  The Delhi education minister has also asked the top agency to check for their awareness about the city’s cultural diversity and their willingness to gain new skills, in addition to their administrative skills. According to the minister,the direct recruitment of principals for Delhi government schools is happening after a decade. “Apart from checking just academic and administrative abilities of the applicants, this time UPSC should also look out for their ability to motivate and mentor teachers, awareness about Delhi’s cultural diversity, willingness to gain new skills, adaptability in every situation, deep understanding of child behaviour and their learning abilities and most importantly if he or she owns a research-oriented approach or not,” the minister said in his letter to UPSC chairman Manoj Soni.  “This is required because a school principal is not just an academic administrator but also a school leader,” he added.  UPSC will be conducting the recruitment test for 363 posts by July 17, which, according to Sisodia is going to be the “biggest exercise in strengthening the school system since the adoption of National Education Policy (NEP), 2020.”  The leader claimed that many significant changes have taken place in the country’s education system in the past seven years. Of which, he said, one of the most important ones was the adoption of the new education policy in 2020 – the first of this century. The leader also claimed that the Delhi government has been able to “rebuild the public trust” in the government school system in its seven years of governing the city. He said he agrees with the definition of a good education institute as laid down in the policy, but all that can only be turned into a reality only by the principal of a school. “There is only one single factor that can translate this vision of NEP 2020 into a reality, it is the Principal of a school. While governments can only allocate sufficient resources and articulate the agenda of transformation, the principals do make it happen,” Sisodia said in the letter. UPSC examines a candidate for post of principal on six subject matters: general knowledge, language skills, reasoning and aptitude, education policies and evaluation, management and financial administration, and office procedure. Insider trading norms may hit mutual fund staff’s investment options

[ad_1] By Ashley Coutinho The Securities and Exchange Board of India’s (Sebi) draft proposals to bring transactions in mutual fund units under the ambit of insider trading norms may curtail the investment options for mutual fund employees even further. MF employees prefer to invest in mutual fund units given the restrictions on direct investments in stocks that are held in the fund house’s portfolio. Last year, the regulator made it mandatory for MF personnel to invest 20% of their take-home pay in schemes they manage or schemes from their own fund house. This was to ensure that the fund employees had enough skin in the game. Several senior officials, however, invest a sizeable amount over and above this mandatory requirement. The new norms may compel these officials to cut down on the additional investment, and park that money in schemes of other MFs or look for other investment avenues. “The personal investment of those in the mutual fund industry is already severely curtailed. Over time, employees may stop investing in their own funds beyond the mandatory 20% requirement considering the risks involved,” said a senior fund official. According to him, the new norms may impede redemptions by an employee at the time of an emergency if additional compliance restrictions are in place due to an adverse event such as a pandemic or a recession. “You never know what action the regulator will take even if there is an inadvertent violation of these norms. The clawback clause on the 20% salary could be enforced. If there are instances of misuse of information, it is better to tackle those cases, rather than subjecting the entire industry to so much of compliance burden,” he said. Debt fund managers could become more wary of investing in schemes with higher credit or liquidity risk, and the overall risk-taking in debt schemes could reduce as redemptions will come under greater scrutiny, said fund officials. The regulator, in its proposals, has cited the example of a few key personnel of a fund house that were found to have redeemed their holdings in the schemes ahead of an adverse liquidity event while in possession of certain sensitive information that was not communicated to the unit holders of the schemes. The Association of Mutual Funds in India (Amfi) is in the process of collating feedback from individual mutual fund houses on the issue and may suggest changes to make the process of implementing the proposals smoother, said people in the know. A text and a phone call to a senior Amfi official did not get a response. Insider trading refers to buying or selling a security, in breach of a fiduciary duty or other relationship of trust and confidence, on the basis of material, non-public information about the security. As it stands, the units of mutual funds are specifically excluded from the purview of current insider trading regulations. Last year, the regulator had introduced certain provisions, stating that employees, board members and trustees of AMCs should not transact in any MF scheme, while in possession of certain sensitive information which was not communicated to the unit holders of the schemes and which could materially impact the NAV or interest of unit holders. With home sales down, why are home prices still up?

[ad_1] Looking at the housing market in the years 2020-2024, one risk i identified early on was that home prices could accelerate more in this period than we saw in the previous expansion if inventory channels broke to all-time lows. I talked about having a 23% price-growth model for the housing market in the years 2020-2024 as a critical marker of balanced growth versus overheating, especially as inventory had been falling for years right into our critical demographic patch. Slow and steady always wins, but sometimes fate deals you a bad hand, and not much can be done when the marketplace overrides anyone’s desire for balance. Over the last two and a half years of U.S. housing, one thing that will make the record books is that it wasn’t housing deflation we needed to worry about, but housing inflation on both ends: home prices and rents. After 2021 ended and my price-growth model was broken after only two years and we started 2022 at all-time lows in inventory, I labeled the U.S. housing market as savagely unhealthy. This problem is much different than the housing credit bubble of 2002-2005. Back then, we had higher sales, higher inventory, and less price growth, but we had a massive credit bubble. Today we have fewer sales, few listings, and much hotter home-price growth. When I talked about needing higher rates in February of 2021, it was based on the fact that we didn’t have a credit bubble, so the demand is legit. However, this also means that demand has limits. The reality was that global bond yields were still low, and getting the U.S. 10-year yield above 1.94% was going to be problematic. As inventory fell again, bidding wars became the norm, and home prices escalated.  By October of 2021, it was apparent that inventory had no chance of showing any year-over-year growth, and we were heading to an even worse home-price growth inflation story in 2022 unless rates rose. January and February data looked so bad that I threw in the towel and said nothing else matters at this stage — we need rates to rise to try to cool this market down. Mortgage rates of 4%-5% weren’t doing the amount of demand destruction I thought they would. I was anticipating four-week moving average year-over-year declines of 18%-22%, but we were seeing high single-digit and lower double-digit declines. Mortgage rates closer to 6% for sure are driving bigger year-over-year decline data. Still, I never got the four-week moving average decline of 18%-22% trend that I was looking for and it’s now past the traditional seasonality time for this data line. On Wednesday, the purchase application data was down 4% week to week, 18% year over year, and the four-week moving average decline is now down 17.25%. I will assume that the growth in ARM loans this year prevented the 18%-22% year-over-year decline trends I was looking for earlier in the year. By October of this year, the year-over-year comps will be much harder, so we can expect bigger declines if the trend stays the same. However, mortgage rates getting to 6.25% indeed have picked up the pace on the year-over-year declines percentage wise in the purchase application data. Still, here are just a few examples of why we needed rates to rise. (This is not normal, folks. You don’t see percentage declines like this with year-over-year price growth in June.) Las Vegas some sales were down 24% year over year as median sales price was up 21% year over year. Orange County, California attached homes in June, sales were down 27.2%, and prices up 17.8%. Redfin: Realtor.com:  Now just imagine how hot home prices would be if mortgage rates didn’t rise past 6% this year and we didn’t take the big hit to affordability? The housing market always sees better demand once the 10-year breaks under 2% and we have sub-4% rates. In the middle of the drama of higher rates, my bigger fear is actually if rates go down again. Home sellers and builders had too much pricing power, pushing prices to the extreme. My five-year growth price model got smashed in two years, and things worsened in 2022 before rates rose. Remember, we all want a balanced housing market; it’s a good thing, not bad. So the goal for me lately is to see total inventory get back to 2019 levels. That will be positive, and we are working our way there, we just need more time because the housing market of 2022 is not the forced credit selling housing market of 2008. I don’t need the housing market to have 2012, 2014, orr 2016 inventory levels to be balanced — I just need 2019 inventory data, which is between 1.52-1.93 million homes, using the NAR data. NAR: Total Inventory Realtor.com and others have data lines that use other inventory metrics. However, they all trend the same way. As the economic cycle shows more recessionary data lines, traditionally, the bond market and mortgage rates head down together. On Wednesday we had another hot CPI print, and the 10-year yield is trading at 2.93%. This isn’t even the high we had back in 2018 when inflation growth was cooler. Many people believe mortgage rates should be higher today if they were tracking the growth rate of inflation, meaning bond yields should be much higher, too. However, since 2021, bond yields haven’t followed the growth rate of inflation. What investors should know about Ethereum (ETH) 

[ad_1] Hi, what can you tell me about Ethereum’s cryptocurrency? As well as a company called Forsage.—Bruce Let’s start with the second part of your question, Bruce. To be honest, this is the first time I have read about Forsage. It’s calling itself a “decentralized networking platform.” It seems interesting, so thank you for bringing this to my attention. Now, to your first question. As you may already know, Ethereum’s ETH is the second-largest cryptocurrency in the world, after bitcoin (BTC). What is unique about ETH, and why would investors consider buying it instead of BTC? Well, if the Bitcoin platform is all about peer-to-peer digital gold, Ethereum will be the decentralized internet of the future. It is a programmable blockchain—a distributed digital ledger—that allows developers to create and host decentralized applications (dApps) that run on code (a.k.a. smart contracts). So, let’s unpack this for a second. While bitcoin’s main utility is as a payment coin or as a store of value, its usability is purposefully kept very limited. Ethereum, on the other hand, has a programmable blockchain where anyone can run their smart contracts.  The contracts are executed by a decentralized network of miners/validators. When called upon, these miners use their own resources (hardware, time and electricity) to execute the contracts. In return, they earn a reward—called “gas fees”—for their services. Essentially, Ethereum is a decentralized global supercomputer that rents out its resources to execute smart contracts. You may be familiar with DeFi (decentralized finance) and NFTs (non-fungible tokens), which have both made headlines in recent years for disrupting traditional methods of banking and certifying authenticity, respectively. DeFi and NFTs are both examples of dApps, and they’re just the beginning of what may be achieved with Ethereum. With further upgrades, we can possibly run a decentralized World of Warcraft or a decentralized social media platform, for example. However, we are still a long way off from that. Nowadays, you will probably see Ethereum on various news media platforms due to its upcoming Merge event. I’ll give you a quick overview of that. Any decentralized network needs to follow a formal set of methods to make any decision within the ecosystem. This formal process is called a “consensus mechanism.” Currently, Ethereum follows proof-of-work (PoW), the same mining mechanism as Bitcoin. PoW is very secure. However, it is very wasteful resource-wise. The Merge will evolve Ethereum from PoW to PoS (proof-of-stake), a virtual mining process that doesn’t use any real-world resources.
